Chlorine or chloramine in city water: how to find out, and which carbon removes which

EPA gives chlorine and chloramine the same 4.0 mg/L limit; only removal differs. Read the CCR, run a free-and-total strip, then pick the carbon.

Short answer

A public water system disinfects with either free chlorine or chloramine, which is chlorine bonded to ammonia, and EPA’s National Primary Drinking Water Regulations give both the same maximum residual disinfectant level: 4.0 mg/L as Cl2, codified in 40 CFR Part 141 Subpart L. The utility’s annual Consumer Confidence Report names which one it uses. A free-and-total chlorine strip confirms it at the tap, because a total reading above the free reading means chloramine. The difference is removal, not the limit. Standard granular activated carbon takes out free chlorine, and NSF/ANSI 42 certifies chlorine reduction as a claim separate from chloramine reduction. The Water Quality Association says traditional carbon can need a bed contact time of 10 minutes or more to break chloramine down, so a chloramine city needs catalytic carbon. Reverse osmosis owners: DuPont’s FilmTec manual holds membranes to under 0.1 mg/L continuous free chlorine, and Koch’s TFC-ULP spec sheet lists a much larger chloramine allowance than free-chlorine allowance. Pretreat either way. Read the CCR first.

How do you find out whether your city uses chlorine or chloramine?

The Consumer Confidence Report (CCR) is the annual water quality report every community system sends its customers. EPA’s guide to the Disinfectants and Disinfection Byproducts Rules explains that systems report the residual disinfectant they use and its level in it, so the answer is one line on a document you already receive each year.

The tap check is a two-pad strip. Free chlorine is the hypochlorous acid and hypochlorite still available to react; total chlorine adds the combined chlorine bound to ammonia, so total residual chlorine equals free chlorine plus combined chlorine. LaMotte’s Insta-TEST strips read both at 0, 0.5, 1, 3, 5 and 10 ppm.

What does the 4.0 mg/L limit mean?

A maximum residual disinfectant level (MRDL) is the highest concentration of a disinfectant allowed in water at the tap. EPA’s National Primary Drinking Water Regulations set the MRDL for chlorine at 4.0 mg/L as Cl2 and the MRDL for chloramines at the same 4.0 mg/L as Cl2, and 40 CFR Part 141 Subpart L makes both enforceable under the Safe Drinking Water Act.

Chloramine is not allowed at a lower level than chlorine; the two are equal on paper and different in the filter housing.

The Pennsylvania Department of Environmental Protection (PA DEP) gives the reasons a utility converts: chloramine is more stable and persists further through the distribution system, it forms fewer regulated disinfection byproducts, and it helps control bacterial regrowth. The WQA fact sheet gives the consequence: chloramines are small, stable, uncharged molecules, harder to remove by distillation, RO membranes and ion exchange than free chlorine.

Which carbon removes which?

Catalytic carbon is activated carbon processed to raise its surface reactivity, so it breaks the chloramine bond faster than the plain granular carbon (GAC) in a standard block. The WQA says traditional activated carbon can need a bed contact time of 10 minutes or greater for complete catalysis of chloramine, and that newer catalytic carbons improve on that. No cartridge housing supplies 10 minutes, which is why the media matters.

The two certification claims are not interchangeable. NSF’s summary of NSF/ANSI 42 lists chlorine taste and odor reduction and chloramine reduction as distinct claims a product is tested and listed for individually, and the WQA directs buyers to search the certified product listings for chloramine specifically.

One warning on the iSpring naming. The WGB32B-KSNC is a different system from the plain WGB32B on this site’s parts page, and iSpring publishes the FC25B-NC catalytic cartridge as part of that system; no drop-in chloramine cartridge for the plain housing was found under any part number, so do not assume the swap until iSpring’s fit table says so.

A ppm-hour is one milligram per litre of oxidant for one hour, a cumulative total rather than a single reading, and it is how membrane makers rate an RO element’s tolerance. DuPont’s FilmTec manual states a continuous free-chlorine tolerance under 0.1 mg/L for its polyamide membranes, with oxidation damage not covered under warranty. The Water Quality Association’s fact sheet says chloramines are small, stable, uncharged molecules, which is what makes them harder to remove by distillation, reverse osmosis membranes and ion exchange resins than free chlorine, so a membrane’s published chloramine tolerance runs well above its free-chlorine tolerance even though the exact figures vary by product line. Either ceiling falls faster at lower pH, higher temperature or with iron present, so a carbon pre-filter belongs ahead of the membrane regardless of which disinfectant is in the feed. On an aquarium or fishpond, the Pennsylvania DEP requires the residual removed before use: a conditioner and test kit, or carbon filtration built for chloramine.

Before you buy anything

Do not order a catalytic carbon unit on the strength of a taste. The CCR and a free-and-total strip settle chlorine versus chloramine in one evening, and the answer moves you between a standard carbon block and a chloramine-rated system at several times the price. The chloramine-rated units also admit their own ceiling: Aquasana’s NSF/ANSI 42 figure is up to 83% reduction, not 100%, so an aquarium or RO owner still tests the water after the filter, not before it.

What should you do first?

  1. Find the current CCR on the utility’s website or the water bill and read the disinfectant line.
  2. Run a free-and-total chlorine strip on a fresh cold draw: total above free is chloramine, equal readings are free chlorine.
  3. Pick the row: standard carbon listed to NSF/ANSI 42 chlorine reduction, or catalytic carbon listed to the separate NSF/ANSI 42 chloramine reduction claim.
  4. Size the unit against the maker’s rated GPM using the whole-house filter flow rate calculator, never by the capacity in gallons alone.
  5. For an RO unit or an aquarium, run the same strip after the carbon stage; both pads should read zero before water reaches the membrane or the tank.

How do I find out whether my city uses chlorine or chloramine?

Will chloramine damage a reverse osmosis membrane?

The trade-off lands on the owner, because chloramine takes catalytic carbon and more contact time to remove.
